A PROPOSED INCREASE IN RESIDENTIAL TAXES IS WELL OVERDUE.
>> A LIVELY EXPERIMENT IS GENEROUSLY UNDERWRITTEN BY -- >> FOR OVER 30 YEARS A LIVELY SPEARMINT HAS PROVIDED INSIGHT AND ANALYSIS OF POLITICAL -- EXPERIMENT HAS PROVIDED INSIGHT AND ANALYSIS OF POLITICAL ISSUES THAT FACE RHODE ISLANDERS.
>> JOINING US ON THE PANEL FORMER STATE REPRESENTATIVE DOREEN COSTA.
POLITICAL CONTRIBUTOR ROB HOROWITZ.
ANGEL TAVERAS A FORMER ATTORNEY OF PROVIDENCE.
>> WE HAVE A RAFT OF ISSUES GET TO THIS WEEK, FIRST PRESIDENT BIDEN MADE OFFICIAL WHAT HE HAD BEEN HINTING AT FOR WEEKS.
THAT HE IS RUNNING FOR REELECTION.
THE PRESIDENT WOULD BE 82 IF HE WAS SWORN IN AGAIN IN 2025 BRUSHED OFF CONCERNS ABOUT HIS AGE.
IT IS LIKELY A PRIMARY LOCUS OVER THE NEXT YEAR AND A HALF LEADING UP TO -- FOCUS OVER THE NEXT YEAR AND A HALF LEADING UP TO ELECTION DAY.
HE KIND OF WENT STRAIGHT AT IT, I THINK NOT ONLY THE AGE BUT THE FACT THAT HE IS KEEPING KAMALA HARRIS AS A RUNNING MATE.
SOME PEOPLE WOULD FEEL BETTER IF HE HAD A STRONGER VICE PRESIDENT.
ROB: THAT IS FAIR TO SAY, ON THE OTHER HAND HE IS VERY WELL-POSITIONED FOR REELECTION.
HIS APPROVALS IN THE MID-40'’S ARE NOT GREAT, BUT IF YOU LOOK AT HIS RECORD AND WHAT IS GOING TO HAPPEN THE NEXT YEAR AND A HALF.
MOST IMPORTANTLY HIS RECORD IS OUTSTANDING.
DOREEN CAN TELL.
>> LET'’S GET THE TWO SHOT.
ROB: IF YOU LOOK AT INFRASTRUCTURE, IF YOU LOOK AT INCENTIVES -- DESPITE REPUBLICANS WANT TO HEAT UP THE PLAN ANYWAY THEY CAN.
IF YOU LIKE OF THE ECONOMY, ALL THE PEOPLE NOT FEEL IT YET, YOU HAVE RECORD LOW UNEMPLOYMENT.
AS HE SAID, FAMOUSLY THE MAYOR IN OUR AREA BOSTON SAID, CONSIDER THE ALTERNATIVES.
DONALD TRUMP IS A FRONT-RUNNER.
HE IS MARKEDLY UNPOPULAR.
REMAINS MORE UNPOPULAR.
RON DESANTIS, IF FORMAL CONTENDER TO DONALD TRUMP JUST PASSED A SIX WEEK ABORTION BAN IN FLORIDA.
THE PRESIDENT IS WELL-POSITIONED BUT WILL HAVE TO DIRECTLY ADDRESS THE AGE THING.
ALL THE NUMBERS PEOPLE NOT WANTING HIM TO RUN IS RELATED TO HIS AGE.
IT IS NOT THE ELEPHANT IN THE ROOM, IT IS A MAJOR ISSUE.
I THINK THERE HIS PERFORMANCE HE CAN DO THAT.
DOREEN: PEOPLE TALK ABOUT THE AGE FOR THE PRESIDENT.
I DO NOT THINK AGE WOULD BE SUCH A FACTOR IF YOU ARE HEALTHY.
IT IS OBVIOUS HE IS NOT HEALTHY.
HE HAS MEMORY.
ISSUES HE CAN BARELY WALK, SHAKING HANDS TO AIR WHENEVER HE DOESN'’T EVENT.
THE FEW EVENTS HE DOES HE DOES NOT HOLD A PRESS CONFERENCE.
HE HELD HIS FIRST PRESS CONFERENCE THE OTHER DAY AND HAD THE QUESTIONS HANDED TO THEM.
HE KNEW THE REPORTER TO CALL.
THAT IS NOT BEING, THAT IS NOT HOW A PRESIDENT SHOULD BE.
HE IS VERY WEAK, AS FAR AS KAMAL A OR CAMILLA HARRIS, HE PUT HER ON THE TICKET BECAUSE HER APPROVAL RATING IS ONLY A TINY BIT LOWER THAN HIM.
THEY'’RE BOTH IN THE 40'’S, PEOPLE LIKE HER AND PEOPLE LIKE HIM.
I AM EXTREME A SURPRISE I DO NOT WISH ILL ON ANYBODY, I AM SURPRISED YOU MADE THIS LONG AND HE WILL NOT MAKE IT ANOTHER FOUR YEARS.
>> BEFORE I GET TO ANGEL AND THE REPUBLICAN SIDE YOU ARE OBVIOUSLY HONORARY CULTURE -- COCHAIR OF A TRUMPET BETWEEN 20.
-- TRUMP IN 2020. ?
-- WHO YOU SUPPORT?
>> I WILL SUPPORT THE NOMINEE.
TRUMP IS NOT ALL THAT WE HAVE.
WE HAVE TO KEEP THE OPTIONS OPEN.
>> ANGEL, WHAT YOU THINK?
ANGEL: FIRST I WOULD SAY VICE PRESIDENT HARRIS HAS BEEN A GOOD VICE PRESIDENT.
THINK OF SOME OF THE OTHER VICE PRESIDENTS WE HAVE HAD INCLUDING MIKE PRINCE.
I REMEMBER BEING AT A MEETING, THE PRESIDENT TOOK DOWN HIS WATER BOTTLE AND THE VICE PRESIDENT DID AS WELL.
AL GORE'’S JOB WAS TO RUN A COUPLE PACES BEHIND THE PRESIDENT TO MAKE SURE HE DID NOT LOOK BACK.
SHE IS THE FIRST WOMAN, FIRST PERSON OF COLOR TO HOLD THE POSITION COME OF GREAT BACKGROUND AND HAS BEEN A VERY GOOD VICE PRESIDENT SUPPORTING THE PRESIDENT.
>> I ALSO THINK HE HAS PUT HER IN A BOX.
SHE COULD DO MORE, THAT IS A REFLECTION -- ROB: I DO NOT KNOW IF I WOULD'’VE PUT HER IN CHARGE OF IMMIGRATION OR THE BORDER.
I THINK THAT IS DEFINITELY A TOUGH TASK FOR WHOEVER HAS.
WITH RESPECT TO PRESIDENT BIDEN I THINK YOU WILL BE ONE OF THE MOST CONSEQUENTIAL PRESIDENTS CERTAINLY IN MY LIFETIME WHEN THINK ABOUT WHAT HE HAS DONE IN THIS TIME PERIOD.
WHAT PEOPLE WILL LOOK AT COME NEXT YEAR IS, HOW THEY ARE DOING.
HOW THE ECONOMY IS DOING.
IS INFLATION UNDER CONTROL?
DO WE SEE -- FEEL SAFER AS A COUNTRY?
ARE WE HEADED IN THE RIGHT DIRECTION?
IF PEOPLE FEEL THAT WAY WE WILL BE IN A GOOD POSITION.
I ALSO ASK ABOUT THE ALTERNATIVES MAKE A BIG DIFFERENCE AS WELL.
DOREEN: I AM SORRY THERE, PEOPLE DO NOT FEEL BETTER, YOU GET TWO BAGS OF GROCERIES FOR $100, GAS WILL HIT FOUR DOLLARS A GALLON BY THE SUMMER.
DO YOU FEEL SAFE?
WE HAVE SO MAY PEOPLE COMING OVER THE BORDER ILLEGALLY RIGHT NOW.
MILLIONS.
WE ARE TALKING OVER 1.6 MILLION.
HE PUT HARRIS IN CHARGE OF IT.
SHE HAS NOT BEEN THERE ONCE.
HAVE YOU EVER HEARD HER SPEAK?
IT IS LIKE YOU DID NOT KNOW WHERE SHE IS GOING.
SHE IS TALKED ABOUT A YELLOW BUS, WE HAVE A NICE YELLOW BUS.
THE MOST INCUMBENT PEOPLE I'’VE EVER SEEN RUNNING THIS COUNTRY.
>> FINAL WORD.
DOREEN: TO THINGS, -- >> IT IS CLASSIC RIGHT-WING MEDIA ECHO CHAMBE, IN THE STORY, HE WAS NOT GIVEN QUESTIONS IN ADVANCE COME AS A TYPICAL THING I'’VE WRITTEN FOR TONS OF CANDIDATES.
SUGGESTED ANSWERS OF POSSIBLE QUESTIONS.
IT ALREADY HAS BEEN DEBUNKED.
DOREEN: IT HAS NOT.
ANGEL: YES IT HAS.
LOOK AT PRESIDENT BIDEN'’S SKILLFUL JOB ABROAD.
PUTTING ALLIANCES BACK TOGETHER, HE IS DOING GOOD, A PERCEPTION ISSUE HE WILL HAVE TO ADDRESS.
IN TERMS OF HIS INTELLIGENCE AND THE WAY HE OPERATES IT IS VERY ACUTE AND VERY ON TOP OF THINGS.
THERE IS A PERCEPTION ISSUE AND HE IS 80, HE WILL BE 82 THAT WILL BE A PIECE OF THE PUZZLE.
>> WE WILL SEE IT DURING THE DEBATES IF AND WHEN IT COMES.
>> I WANT TO SAY, TO MY GOOD FRIEND DOREEN I WILL NOT WORRY ABOUT KAMALA HARRIS UNTIL SHE STARTS TWEETING CONFEFE IN THE MIDDLE OF THE NIGHT.
DOREEN: OK. >> PROVIDENCE POLICE OFFICER WAS INVOLVED IN A HIGH-PROFILE PROTEST AND HE WAS CHARGED EVENTUALLY WITH ASSAULT FOR HITTING SOMEBODY LAST YEAR.
HE GOT HIS JOB BACK EVEN THOUGH THE FORMER DEMONSTRATION UNDER THE CHIEF AND THE COMMISSIONER WANTED HIM FIRED.
THIS BRINGS BACK THE POLICEMAN'’S BILL OF RIGHTS, A BOARD BASICALLY SAID HE SHOULD GET A 10 DAY SUSPENSION RATHER THAN BE FIRED.
HE GOES BACK TO THE STATEHOUSE NOW.
THEY HAVE BEEN TALKING ABOUT REFORMING THE POLICEMAN BILL OF RIGHTS FOR PROBABLY 50 YEARS.
THIS IS THE FIRST SERIOUS THING, I WONDER IF JOHN'’S CASE PUTS THIS -- LAST YEAR WITH GUNS, TO BE QUITE HONEST THIS IS RIGHT NEAR THE END OF THE SESSION.
DOES SOMETHING GET DONE ON REFORM THIS YEAR?
DOREEN: IF IT DOES IT IS THE LAST DAY OF THE SESSION TODAY -- TWO MINUTES BEFORE THIS IS ADJOURNED.
THAT IS WHEN STUFF LIKE THIS HAPPENS.
I HAVE WATCHED THE VIDEO THE OFFICER, SO THEY SAY, ASSAULTING THE WOMAN, THE PERSON RUNNING FOR OFFICE.
I SAW HIM AS DOING HIS JOB.
THAT IS THE WAY I SAW IT.
I TRIED TO FIND -- I TRIED TO FIND THE OTHER SIDE OF IT.
HE SHOULD HAVE BEEN SUSPENDED I DID NOT SEE THAT.
I AM NOT SAME BECAUSE HE IS A REPUBLICAN CANDIDATE.
I AM TALKING ABOUT WHAT I'’VE SEEN.
HE WENT IN FRONT OF HIS PEERS, A THREE PANEL COMMITTEE, AND THEY DID NOT LET HIM GO.
SUSPENSION OK HE GOT A 10 DAY SUSPENSION.
I THINK HE WAS DOING HIS JOB.
I APPRECIATE ANY OFFICER THAT WOULD ATTACKED US NO MATTER WHERE THEY ARE.
SO I DO NOT KNOW WHAT WILL HAPPEN.
>> HE WAS ACQUITTED IN THE CRIMINAL CHARGE, HOW THAT BEARS ON THE POLICEMAN'’S BILL OF RIGHTS I AM NOT SURE.
>> LET ME JUST SAY IT WILL NOT COMMENT DIRECTLY ON THE CASE.
I DO NOT KNOW THE EVIDENCE, I HAVE NOT SEEN THE VIDEO, I HAVE READ ABOUT IT.
I WANT TO SAY ABOUT THE BILL OF RIGHTS, THE LAW ENFORCEMENT OFFICER BILL OF RIGHTS SHOULD NOT BE REFORMED SHOULD BE REPEALED.
MAKES PLAIN WHY SAY THAT.
THEY SHOULD ABSOLUTELY HAVE DUE PROCESS.
THAT DUE PROCESS IS FILING A GRIEVANCE AND BEING DISCIPLINED JUST LIKE ANYONE ELSE.
THE IDEA THAT YOU HAVE TO HAVE THREE OFFICES, ONE PICK BY THE CITY, ONE PICK BY THE OFFICER, ONE PICK BY THE INDEPENDENT -- >> THE NEUTRAL IS A ROLL THE DICE.
ANGEL: I CAN TELL YOU TWO THINGS.
WHEN WE RECRUIT POLICE OFFICERS THEY HAVE TO UNDERGO A PSYCHOLOGICAL EVALUATION.
THAT IS PART OF THE PROCESS.
YOU HAVE TO SIT DOWN WITH SOMEONE TO DO THAT.
YET WHEN WE ARE DISCIPLINING AND MAKING DECISIONS ON THAT WE WILL TAKE THEIR PEERS TO MAKE THAT DECISION.
THEY SHOULD HAVE DUE PROCESS AND THAT DUE PROCESS IS IN THE GRIEVANCE PROCEDURE.
THE OTHER THING I SHOULD TELL YOU AS SOMEONE WHO HAS BEEN IN THAT OFFICE AND DEALT WITH COMMISSIONER PERRY.
LAW ENFORCEMENT OFFICERS BILL OF RIGHTS ABSOLUTELY HAS AN IMPACT ON HOW YOU DECIDE TO PROCEED.
IT IS NOT TYPICALLY A POSITIVE IMPACT.
IT IS MORE OF A CONCERN.
I KNOW THAT FROM DEALING DIRECTLY WITH MR. PERRY FOR OVER FOUR YEARS AND THE PLEASED VARMINT.
>> IS A -- POLICE DEPARTMENT.
>> IS A LONG PROCESS AND YOU ARE BEING PAID WELL.
>> YOU TO MAKE SURE THAT THEY WILL IN FACT UPHOLD YOUR DECISION.
THAT IS SOMETHING ELSE YOU ARE TRYING TO FIGURE OUT AND DO.
I DO NOT UNDERSTAND WHY YOU CANNOT HAVE A GRIEVANCE PROCEDURE LIKE YOU HAVE ALL OTHER UNION EMPLOYEES.
MAKE SURE THEY HAVE DUE PROCESS, A CHANCE TO BE HEARD.
IS NOTHING I FOCUSED ON WHILE I WAS MAYOR.
I HAD OTHER PRIORITIES I HAD TO FOCUS ON.
I CERTAINLY BELIEVE IS NOT TIME FOR A REFORM IT IS TIME FOR REPEAL.
>> I AGREE WITH ANGEL, YOU SHOULD REPEAL IT, THE POLITICS ON THIS IS VERY TRICKY.
YET TO GIVE POLICE CHIEFS AND MAYORS ABILITIES TO BE LEADERS.
GENERALLY SPEAKING, I DO NOT KNOW THE SPECIFIC CIRCUMSTANCES EITHER.
GENERALLY SPEAKING, BEING A POLICE CHIEF IS HARD.
THEY HAVE TO MANAGE DEPARTMENTS THAT MEANS ENFORCING DISCIPLINE.
YOU HAVE TO BE ABLE TO GET RID OF A FEW BAD APPLES THEY GIVE THE REST OF THE POLICE A BAD NAME AND POISON POLICE COMMUNITY RELATIONS.
PEOPLE MAKE MISTAKES.
WE ARE THE ONLY STATE THAT HAS A POLICE OFFICERS BILL OF RIGHTS.
AT A MINIMUM WE SHOULD REFORM IT SO THAT AT LEAST THE PANEL THAT DECIDES THESE THINGS IS NOT SO TILTED TOWARDS SORT OF THE OFFICER'’S SIDE IN EVERY CASE.
THE NEUTRAL PARTY REALLY DOES -- USUALLY DOES TILT TOWARD THE POLICE OFFICER LIKE ANY KIND OF ARBITRATION PROCEEDING.
I DO NOT THINK WILL HAPPEN THIS YEAR.
IF ALL THAT NATIONAL DRIVEN STEP DID NOT CHANGE THIS, I DO NOT THINK THIS ONE CASE WILL.
I HOPE NOTHING HAPPENS AT THE STATEHOUSE BUT I'’M HIGHLY GRATEFUL -- DEVIL.
>> IT -- DOUBTFUL.
>> REPEAL HIS NECK AND HAPPEN, TO GIVE A POLICE CHIEF, THEY ONLY GIVEN TWO DAYS, ENLARGING THE PANEL OR BEING ABLE TO TALK WITH THE MEDIA BECAUSE IT IS SHROUDED IN SECRECY.
HOW WOULD YOU FEEL IF A CHIEF COULD GIVE 10 OR 14 DAY SUSPENSION?
DOREEN: I WOULD NOT HAVE A PROBLEM WITH THAT.
THE CHIEF IS THE LEADER OF THE COMMUNITY.
A LEADER OF THE POLICE OFFICERS.
THEY ARE UNDERNEATH HIM.
SHOULD BE SUSPENDED FOR A COUPLE OF DAYS, 10 DAYS, TWO WEEKS, I THINK HE SHOULD HAVE THE DISCRETION.
I DO NOT HAVE A PROBLEM WITH THAT.
WHAT I HAVE A PROBLEM WITH, WAS, THE MEDIA, MAKING THE OFFICER THAT APPARENTLY DID NOT ASSAULT THE WOMAN TAKING HIM THE VILLAIN WHEN HE WAS JUST TRYING TO PROTECT -- >> IT WAS CLEAR FROM THE VIDEO THERE WAS A PUNCH.
WHAT PRECEDED IT IN TERMS OF GRABBING AND REACTING.
DOREEN: EXACTLY, THEY LET ALL OF THAT OUT.
100%, BECAUSE THEY WANT TO VILIFY THE POLICE OFFICERS BECAUSE THAT IS WHAT THE LEFT DOES.
ROB: YOU DO NOT THINK THERE WILL BE ANY REFORM?
>> I AGREE WITH THE MAYOR OF THE BEST THING WOULD BE TO APPEAL.
I HOPE I'’M WRONG.
JIM: PROVIDENCE MAYOR BRETT SMILEY MARKED HIS FIRST 100 DAYS IN OFFICE QUIETLY ON TUESDAY NIGHT.
HE GAVE WARNING SIGNS THAT THERE WOULD BE A LITTLE BIT OF A WAKE-UP CALL.
HIS PREDECESSOR HAD ARTIFICIALLY -- NOT HIS IMMEDIATE PRESENT -- LUSCIOUS GOOD ANGEL.
I HAD THAT -- LET'’S JUST GO TO ANGEL.
I HAD THAT IN MY HEAD, HE WILL HAVE A RESIDENTIAL TAX INCREASE.
THE FIRST ONE IN 10 YEARS.
IT AMAZED ME.
ABOUT SOME THAT?
ANGEL: NO.
I PRETTY MUCH WANT TO GIVE THE MAYOR, I TRY TO DO THAT WITH HIS IMMEDIATE PREDECESSOR, THE ABILITY TO RUN THE CITY.
I KNOW IT IS HARD TO GET -- PUT TOGETHER A BUDGET, IT WAS HARD WITH OUR FIRST BUDGET, WE WERE IN CITY HALL THE NIGHT PRESIDENT OBAMA ANNOUNCED WE HAD KILLED OSAMA BIN LADEN.
IT WAS A SUNDAY NIGHT IF I RECALL.
IT IS A TOUGH JOB, PUTTING TOGETHER A BUDGET IS A TOUGH JOB.
YOU HAVE TO MAKE DECISIONS AND YOU HAVE TO HAVE FORESIGHT.
I WISH THE MAYOR ALL OF THE VERY VERY BEST.
JIM: YOU ARE A PROVIDENCE RESIDENT.
ROB: FULL DISCLOSURE, HE WAS A CLIENT OF MINE I DID CONSULTING ON HIS ELECTION.
YOU CAN TAKE THAT UNDER ADVISEMENT FROM WHERE I AM COMING FROM.
I THINK, YEAR 1 YOU HAVE TO PUT, AND THE MAYOR, ANGEL DID A GREAT JOB OF GETTING THIS CITY ON A SOUND FISCAL PATH.
WE HAVE THIS BIG MCGILLICUDDY PENSION PROBLEM -- LIGULA CALLED A PENSION PROBLEM, IF YOU LOOK AT THE BUDGET YOU TALK ABOUT A 4% PROPERTY TAX INCREASE.
IN NEEDS TO HAPPEN ONLY 2% INCREASE OVERALL IN SPENDING, LESS THAN THE RATE OF INFLATION THAT IS NOT AS HIGH AS DOREEN SAID BUT STILL FOR 5% --4%-5%.
AS FAR AS A COMMERCIAL RATE, WE HAVE ONE OF THE HIGHEST COMMERCIAL TAX RATES IN THE COUNTRY.
A SLIGHT CUT IN THE COMMERCIAL RATE MAKES SENSE.
I DO NOT KNOW IF IT WILL REDUCE RENTS, BUT AT LEAST IT WILL NOT BE AN INCENTIVE TO RAISE RENTS, YOU ARE RAISING IT.
I THINK IT IS A SENSIBLE SOUND FIRST YEAR BUDGET.
FROM POLITICO'’S PERSPECTIVE IF YOU WANT TO DO A TAX INCREASE THIS IS THE TIME TO DO IT.
JIM: FIRST 100 DAYS WHAT DO YOU THINK?
DOREEN: HE IS WAY OVER HIS HEAD.
I SAID THAT WHEN HE WAS ELECTED.
IF YOU ARE GOING TO RAISE TAXES ON PEOPLE THAT OWN THESE BUILDINGS OR RENT THESE RENTERS, THE RENT WILL GO UP.
>> IT DIDN'’T.
DOREEN: YES IT DID, HE RAISED THE RENT 14%, DID I READ IT WRONG?
>> NO, THE RESIDENTIAL RATES ARE GOING UP IN THE COMMERCIAL RATES ARE GOING DOWN.
DOREEN: BUT COMING TO IS STILL GOING UP.
ANGEL: NO, JUST GOING DOWN.
IT WILL BE A $1900 AVERAGE CUT COMMERCIAL.
DOREEN: I'’M NOT TALKING COMMERCIAL TALKING ABOUT THE PEOPLE THAT STILL HAVE TO RELIVE -- LIVE IN PROVIDENCE.
HAVE TO PAY THEIR RENT, CANNOT LEAVE WITHOUT GOING BY 100 OF THE MOTORCYCLES GOING BY THEM.
CANNOT WALK ON THE SIDEWALKS.
YOU WILL RAISE TAXES.
I DO NOT THINK, I JUST THINK, I HAVE MET MAYOR SMILEY PERSONALLY.
I HAVE TALKED TO THEM ONCE.
WE ARE VERY CORDIAL TO EACH OTHER.
I DO NOT LIKE HIS POLITICS I DO NOT LIKE HIM BEING MAYOR OF PROVIDENCE.
YOU HELPED HIM GET ELECTED AND THAT IS WHAT YOU DO.
HE IS NO EXPERIENCE, HE HAS NO EXPENSE.
ONE MORE THING, I WILL MAKE THIS CLEAR, WHEN YOU COME IN AND WIN A MAYORAL RACE IN PROVIDENCE, I SAID THIS ABOUT PRESIDENTIAL CANDIDATES.
THIS IS WHAT I CAME INTO I CAME INTO A FIVE-POINT HURRICANE, I HATE THAT.
[LAUGHTER] YOU GOT ELECTED.
I'’M JUST SAYING.
>> IT IS A CATEGORY FIVE HURRICANE.
DOREEN: I DO NOT.
LIKE WHEN PRESIDENTIAL CANDIES DO THAT YOU HAVE A JOB, DO NOT BLAME SOMEONE ELSE FOR THE MESS.
JIM: HOW LONG SHOULD AN INCUMBENT TALK ABOUT THEIR PREDECESSOR?
ANGEL: I KNEW I WOULD BE JUDGE WHAT I DID AND LET OTHER FOCUS ON HOW IT HAPPENED.
THE ANSWER, THE CATEGORY 5 WAS IN RESPONSE TO SHIPPING ASKING ME A QUESTION.
JIM: YOU.
HAVE TO ADMIT IT WAS A CATEGORY 5 DOREEN: THAT IS COMMON.
ANGEL: PEOPLE FOCUS ON WHAT YOU DO AND HOW IT IMPACTS THEIR LIVES.
PARTICULARLY WHEN YOU ARE A MAYOR, A -- THE ACTIONS YOU TAKE, CLEANING STREETS KEEP -- KEEPING PEOPLE SAFE, POLICE, SNOWPLOWING, IMPACTS LIFE ON A DAILY BASIS.
PEOPLE FOCUS ON THAT AND THEN SELECT WRITE A FOCUS ON.
ROB: FIRST OF ALL, HE HAS THE MOST RELEVANT EXPERIENCE OF ANYONE WHO HAS EVER BEEN MAYOR INCLUDING BEING ADMINISTRATION DIRECTOR AND HANDLING THE COVID CRISIS AND BEING CHIEF OPERATING OFFICER OF THE CITY.
A MODEST 4% NOT 14% INCREASE AND A COMMERCIAL TAX CUT THAT WILL RELIEVE UPWARD PRESSURE ON RENTS.
LET'’S GET THE FACTS STRAIGHT ON IT.
YOU CAN DISAGREE WITH HIM BUT HE IS WELL-QUALIFIED FOR THE JOB.
THE TEST WILL BE OVER FOUR YEARS AS ANGEL SAID.
DOREEN:.
I WISH HIM THE BEST JIM: JUST A PROGRAMMING NOTE COMING UP THIS WEEK I INTERVIEW THE MAYOR ABOUT HIS FIRST 100 DAYS.
TAXES, BUDGETS, MUCH MORE INCLUDING WHAT HE AND HIS HEAD BY HUSBAND -- HE AND HIS HUSBAND, THE FIRST OTTOMAN -- GENTLEMEN.
YOU CAN WATCH IT HERE ON PBS.
AFFORDABLE HOUSING IS INTERESTING IS BACK AT THE STATEHOUSE THE SPEAKER HAS A RAFT OF BILLS THAT WOULD DO VARIOUS THINGS.
ANGEL, LET ME START WITH YOU.
A LOT OF THIS HAS TO DO WITH LAND USE AND CITY VERSUS STATE.
ONE OF THE BILLS DISCUSSED WOULD RELAX ZONING ISSUES A LITTLE BIT.
THIS IS WHERE THE RUBBER HITS THE ROAD THEY WANT TO MAKE USE OF EXISTING BUILDINGS TO GET INTO THEM.
I THINK THAT IS REASONABLE.
A LOT OF LOCALITIES IS SAYING WE SHOULD DETERMINE OUR OWN ZONING LAWS.
IS ONE OF THESE.
>> I THINK IT IS ISSUE OF HOW LOCALLY WANT THE CONTROL TO BE.
WE HAVE TO RECOGNIZE WE LIVE IN A VERY DIVERSE STATE.
I'’VE HAD A CHANCE TO LIVE IN PROVIDENCE AND LINCOLN.
IT IS A BIG DIFFERENCE.
PEOPLE FROM THE DIFFERENT COMMUNITIES SHOULD HAVE INPUT INTO WHAT IS GOING ON.
A DEVELOPMENT THAT MAY FIT RIGHT INTO LINCOLN MAY NOT FIT INTO --.
THAT ONE MAY NOT FIT INTO PROVIDENCE.
I AM WORRIED ABOUT THAT, HAVING A SITUATION LIKE THAT WHERE YOU HAVE THE STATE BASICALLY DICTATE WHAT IS GOING ON.
I CAN UNDERSTAND WHY PEOPLE LOCALLY HAVE SOME CONCERN ABOUT IT.
WE CAN FIND WAYS TO EXPEDITED TO MAKE IT EASIER TO CREATE STANDARDS THAT YOU WOULD USE SO THAT YOU WOULD HAVE ONE STANDARD, BUT I DO WORRY ABOUT STRIPPING THAT CONTROL FROM KELLY'’S -- LOCALITIES.
JIM: YOU'’VE SEEN ON BOTH SIDES OF THE STATE REP IN TOWN COUNCILPERSON.
AS YOU WATCH THIS HOUSING LEGISLATION GO THROUGH, WHAT DO YOU THINK?
DOREEN: I COULD NOT AGREE WITH HIM MORE.
HE SAID IT PERFECTLY.
JIM:.
THERE YOU GO.
DOREEN: IT SHOULD BE LEFT UP TO THE CITIES AND TOWNS, LEFT UP TO THE COMMUNITY, THE COUNCIL, THE TOWN MANAGER.
PEOPLE KNOW -- NEED TO KNOW WHAT IS COMING INTO THE COMMUNITY AND THEY CANNOT BE LEFT OUT.
I LOVE THOSE PLACES, HE IS RIGHT YOU CANNOT PUT IT IN ONE PLACE AND THINK IT WILL WORK SOMEWHERE ELSE.
SPOT ON.
ANGEL: I WILL BE THE FLY IN THE COMMON GROUND OINTMENT.
I APOLOGIZE.
THERE CERTAINLY NEEDS TO BE A MEASURE OF LOCAL CONTROL.
WE EVIDENTLY NEED BETWEEN FOR THOUSAND MORE UNITS, IN -- 24,00 0 MORE UNITS AND IN 20121 WE BUILT 1000.
FOR THE SAKE THAT MAKE A WORK THERE NEEDS TO BE STATEWIDE RULES OF THE ROAD -- THERE NEEDS TO BE STATEWIDE RULES OF THE ROAD TO MAKE SURE THE PACKAGE WORKS.
LOCAL ZONING IS ONE OF THE PROBLEMS.
I DO THINK YOU CANNOT HAVE A ONE-SIZE-FITS-ALL SOLUTION BUT YOU CAN HAVE SOME BASIC RULES OF THE ROAD THAT INCENTIVIZE THE DEVELOPMENT AND INCENTIVIZE HOUSING.
JIM: 250 MILLION DOLLARS SOUNDS LIKE A LOT OF MONEY, INTEREST RATES GO UP A BUILDING COST AND ALL THAT, THE FOUNDATION DID A REPORT THAT SAID WE NEED 20 FOR THOUSAND UNITS.
WE HAVE 1100 -- 24,000 UNITS, WE HAVE 1150.
ANGEL: IT IS WHAT YOU DO WITH IT YOU HAVE TO BE ABLE TO EXECUTE.
YOU CAN HAVE A GREAT PLAN BUT IF YOU CANNOT EXECUTE IT, THE RESULT IS NOT GOING TO BE POSITIVE.
THE EXECUTION PIECE IS ONE OF THINK WE CAN DO BETTER WITH.
I APPLAUD THE SPEAKER, THE SECRETARY PRIOR, THE FOCUS EVERYONE HAS ON IT.
HOUSING IS SO CRITICAL TO OUR STATE AND TO OUR FAMILIES.
I APPLAUD THAT, BUT THE EXECUTION HAS TO IMPROVE, NO DOUBT.
JIM: LET'’S GET TO OUTRAGES AND/OR KUDOS.
DOREEN LET'’S BRING WOULD -- BEGIN WITH YOU.
SHE IS HEADED TO WARMER CLIMES, A RESIDENT OF THE STATE OF FLORIDA AND THIS IS HER SWANSONG ON LIVELY EXPERIMENT.
WHAT DO YOU HAVE AN OUTRAGE OR KUDO?
DOREEN: MY DAUGHTER, GABRIEL, CONGRATULATIONS YOU WORKED HARD AT THIS YOU WILL BE GRADUATING FROM NEW ENGLAND TECH, I WOULD HAVE BEEN IN FLORIDA SOONER BUT I WANTED TO SEE HER GRADUATE.
CONGRATULATIONS GABBY SHE HAS WORKED HARD AT IT AND I AM PROUD OF HER.
ROB: VERY QUICK KUDO AND THEN A VERY QUICK OUTRAGE.
YOU WILL CUT ME OFF IT IS TOO LONG.
JIM: I WILL LET YOU KNOW.
ROB: MY KUDO IS ON DOREEN, WHO I WATCHED AT THE STATEHOUSE, I THINK WE AGREE THE SUN COMES UP IN THE MORNING AND THAT IS ABOUT IT.
IT WAS ALWAYS CIVIL AND NOISE ABLE TO MAKE HER POINTS IN AN ARTICULATE -- AND ALWAYS ABLE TO MAKE HER POINTS IN AN ARTICULATE WAY.
MY OUTRAGE IS THE BORING SUBJECT OF THE DEBT LIMIT.
2011 [SPEAKING FRENCH] 2013 WE HAD A LITTLE DOWNGRADE IN THE FULL FAITH AND CREDIT OF THE UNITED STATES AND THE CREDIT RATING AND LOOKS LIKE WE WILL GO DOWN THAT ROAD WITH REPUBLICAN BRICKMAN SHIP ON THE DEBT LIMIT.
IT IS KABUKI THEATER.
WE HAVE PAID A CREDIT CARD BILL WE ARE ALREADY RUNNING UP.
THAT IS NOT TALKING ABOUT FUTURE SPENDING.
THAT IS WHERE YOU HAVE A BIG-BUDGET CONVERSATION.
NOT AROUND THE DEBT LIMIT THAT CAN HURT THAT OUR -- HURT OUR PERCEPTION INTERNATIONALLY AND THE FULL FAITH AND CREDIT IN THE UNITED STATES.
ANGEL: I DID NOT KNOW IF IT IS A KUDO, I WANT TO RECOGNZE A WOMAN WHO PASSED AWAY, HER FUNERAL A WEEK AGO, SHE WAS AN EXCEPTIONAL WOMAN, GREAT STATE SENATOR, GREAT PERSON, GREAT -- FUNNY, I WILL MISS HER TREMENDOUSLY.
I DID WANT TO THAT.
TO THE SENATE REPUBLICANS, SENATE MAJORITY LEADER JESSICA DELACRUZ AND ALL OF THE SENATE REPUBLICANS SIGNED ONTO A STATEMENT THAT WAS SO GRACIOUS.
A CLASSY, GRACIOUS, HONEST, I KNOW IT MAY BE A LOW BAR BUT REMEMBER WE HAD A PRESIDENT NOT LONG AGO THAT DID NOT WANT TO LOWER THE STAFF -- FRONT -- FLAGSTAFF STAFFER AND AMERICAN HERO BECAUSE HE DID NOT LIKE HIM.
THAT STATEMENT WAS MORE OF WHAT WE NEED IN TERMS OF CIVILITY IN GOVERNMENT.
>> JUST A COUPLE OF MINUTES LEFT WE DID NOT TOUCH ON CB1.
YOUR 34,000 VIEW OF WHERE THAT -- 30 4000 VIEW ON WHERE THIS?
>> 16 CANDIDATES, THOSE 12,000 VOTES COULD WIN THE THING, NO ONE HAS AN INCENTIVE TO GO NEGATIVE ON ANYONE ELSE BECAUSE THERE IS 12 TO 15.
IF YOU LOOK AT THE LIEUTENANT GOVERNOR SHE IS A SLIGHT FAVORITE.
PEOPLE WHO HAVE BIG POTS OF MONEY WILL HAVE -- WILL BE THE FAVORITES IN THIS THING.
IF HE PUTS TOGETHER THE MARES IN THE BLACKSTONE VALLEY HE COULD BE FORMIDABLE.
DOREEN: I THINK IS 100% RIGHT.
JIM: WAIT A MINUTE.
DOREEN: I THINK IT WILL BE AARON AND SABRINA, THE TWO COME JANUARY, BECAUSE THEY HAVE THE MOST NAME RECOGNITION AMONG ALL CANDIDATES.
>> WE TALKED ABOUT THIS OFF AIR, IT IS SO COMPRESSED WHEN IT COMES TO THE PRIMARY.
WHAT DO YOU THINK?
ANGEL: I AGREE WITH THEM, THINK LIEUTENANT GOVERNOR, RIGHT NOW FROM WHAT I SEE THE TWO CANDIDATES THAT ARE IN THE BEST POSITION IN MY OPINION.
THEY HAVE RUN STATEWIDE.
THEY HAVE STATEWIDE NAME RECOGNITION.
THEY HAVE RAISED MONEY.
THEY ARE RAISING GOOD MONEY IN A CROWDED RACE LIKE THAT.
WE ARE TALKING MAYBE 20% TURNOUT.
I THINK THEY ARE IN THE BEST POSITION.
WE ARE GOING TO FIND OUT.
JIM: 30 SECONDS.
HOW MANY VOTES COULD WIN IT AND HOW MANY -- HOW MUCH MONEY NEEDS TO BE RAISED TO BE COMPETITIVE?
>> >> 10,000 VOTES TO WIN IT, HE LOOKING AT 35,000 VOTES TOTAL, HALF A MILLION, YOU COULD EVEN DO IT WITH THE REST -- WITH LESS.
JIM: THAT IS ALL THE TIME WE HAVE, THANK YOU SO MUCH FOR JOINING US THIS WEEK, ROB AND DOREEN, SAFE TRAVELS, MAYOR SAME TO YOU, COME BACK NEXT WEEK WE ARE AT THE HEART OF THE LEGISLATIVE SEASON AND IT IS MOVING VERY QUICKLY.
ALL THE ANALYSIS FOR YOU AND JOIN US NEXT WEEK AS A LIVELY SPAM AND CONTINUES -- A LIVELY EXPERIMENT CONTINUES.
